IPA and ISAL Rates are Going Up

USPS International rates are increasing again, effective August 20, 2017. The impact is most significant on IPA and ISAL, the USPS’ wholesale international mail services. The cost of sending letters via of IPA and ISAL and flats via ISAL are increasing substantially.

Universal Postal Unions impact on IPA and ISAL

On January 1st 2018, the USPS is restricting the use of IPA and ISAL letter and flat rate categories to documents only. This may impact publishers of magazines, journals and newspapers whose publications may be considered goods. This may be a direct result of the UPU’s (Universal Postal Union) Integrated Product Plan that was passed last year. UPU member countries voted to distinguish mail items by content as either documents or goods, in order to create a world-wide standard. Obviously, there are some grey areas that still need to be worked out.  So we will keep you posted on any developments.
