Likewise delays are expected to continue for the next several weeks, including the holiday season and possibly into next year.

Rotating Strikes continue for 5th Week

The rotating strikes have been going for more than a month and have impacted nearly every Canadian address. The CUPW (Canada Union of Postal Workers) and Canada Post have been at odds over pay and working conditions for a very long time. The CUPW rejected an offer of a $1,000.00 bonus per employee to stop the rotating strikes until February. The union rejected mediation and has encouraged employees not to work overtime. The Retail Council of Canada has requested the Canadian government to end the rotating strikes. The busiest time of year for the postal service is just days away, and the two sides seem no closer to an agreement than they were in October.

The CUPW Wants Wage & Benefit Improvements

The CUPW is requesting a 2.9% annual wage increase, improvements to short-term disability and injury pay, wage advancements for temporary /  seasonal employees, and double-time pay for working a sixth or seventh day in a row. Prime Minister Justin Trudeau issued a last-minute plea to the CUPW and Canada Post to reach an agreement, just hours before Canada Post’s latest offer expired.

America has been the leader of the global free trade for decades, but that is beginning to change. The United States has levied tariffs on all 5 of our largest trading partners. Canada, China, Japan, Europe, and China. All but Japan have retaliated with tariffs of their own. Tariffs are a ultimately a tax on American consumers and businesses.

So far, there is no impact to international mail, but if trade declines between countries so will mail volumes.  The tariffs are likely to have the biggest impact to the automotive industry. Automobiles are the US’s 3rd largest export. The majority of US auto exports are sent to our largest trading partners (Canada, China, Mexico, and Germany.) The tariffs will likely decrease exports, and in the long term move manufacturing to other countries. The EU has imposed tariffs on $3.2 billion of US imports, and some predictions are that tariffs could rise to $300 billion if a resolution cannot be reached.

The tariffs are designed to increase manufacturing and consumption of domestic goods. A decrease in imports also come at a cost. US ports and border crossings would being doing less business. The creation of new manufacturing jobs would likely come at the expense of the rail, bridge, and port businesses.

The cost of postage to Canada has not changed. Canada has long been our largest trading partner and closest ally. In retaliation to tariffs being applied to goods from our largest trading partner, Canada has imposed tariffs of their own on $12.6 billion worth of US products. They also force foreign companies that want to do business in China to share key technologies. The consensus from economists is that tariffs are not a viable solution. The best solution may come from the WTO. The United States should enlist the help of our largest trading allies Europe, Canada, Japan to push for changes in the Chinese government’s economic scheming. China usually complies with WTO ordered remedies, and the US wins about 90% of the cases they present to the WTO against them.

History has proven that there are no winners in a trade war. There is a delicate balance. It makes sense to negotiate tariff rates as part of trade deals, but we cannot risk a global economic trade war.

Meanwhile, Brazil, Chad, and El Salvador have had problems with striking postal workers, and only El Salvador is reporting services have returned to normal. Below we have listed the USPS service alerts for all affected destinations. These alerts appear at the bottom of our home page, and they can also be found on USPS.  Canadian Mail Service delayed several times throughout the winter, but it’s rarely reported because harsh weather is a common occurrence. Most mail service to Bolivia has temporarily stopped by the Bolivian government. Only Global Express Guaranteed service is still available. This affects Priority Mail Express International, Priority Mail International (already unavailable to Bolivia), First-Class Mail International, First-Class Package International Service, International Priority Airmail, International Surface Air Lift and M-Bag items. Chad

Chad’s post advises it has been unable to deliver or dispatch items since Feb. 1 because of a strike. (posted 2/9/18)

Cyprus

Cyprus Post advises an upgrade of its IT infrastructure will impact operations Feb. 9-11, including inbound and outbound mail and electronic data interchange. (posted 2/9/18)

Denmark

Denmark’s post advises that due to bad weather, the southern part of the country will have delays in delivery and collection of mail this week. This affects postal codes 3700-3799 and 4600-4899. (posted 3/1/18)

El Salvador

The El Salvador post, Correos de El Salvador, reports the strike is now over and all postal services have returned to normal. (posted 2/26/18)

France

France’s post advises mail operations — including transportation, collection and delivery — are disrupted because of bad weather including heavy snow.  Expect delays in the movement of mail and packages. (posted 3/1/18)

Great Britain

Royal Mail advises transportation disruptions due to heavy snowfall have ended and all postal services resumed on March 8. (posted 3/14/18)

Greece

Greece’s post advises processing of express mail and packages has returned to normal following implementation of new customs procedures. There also are improvements in handling of letter post, with a one-week backlog for inbound mail from non-European Union countries subject to customs control. (posted 1/29/18)

Guatemala

Most mail to Guatemala is suspended. Until further notice, only Global Express Guaranteed (GXG) service will still be available. The suspension affects Priority Mail Express International, Priority Mail International, First-Class Mail International, First-Class Package International Service, International Priority Airmail, International Surface Air Lift and M-Bag items.

The Postal Service will return to sender already deposited items other than GXG addressed to Guatemala. For any returned item bearing a customs form, as well as any item shipped with Priority Mail Express International service, the Postal Service will, upon request, refund postage and fees on mail returned due to the suspension of service.

For all other returned items not bearing a customs declarations form, the Postal Service will, upon request, refund postage and fees on mail returned due to the suspension of service, or the sender may remail them with the existing postage once service to Guatemala has been restored. When remailing under this option, customers must cross out the markings “Mail Service Suspended — Return to Sender.”

Ireland is experiencing a severe weather event, with snow storms causing major disruptions. The Irish postal service, An Post reports the Irish Meteorological Service has issued a National Red Alert Warning for most of the country, the result of the worst weather in Ireland since 1982. An Post says there are significant delays in processing and delivery of both inbound and outbound mail, and the weather situation is expected to get worse over the next 2-4 days. An Post says it will be doing everything possible to limit the disruption of service. (posted 3/2/18)

Italy

Italy’s post advises operations are back to normal following severe winter weather that had affected transportation, processing and delivery of mail since Feb. 26. (posted 3/6/18)

Mexico

Mexico’s post advises it will begin a data center migration on Feb. 16 at 7 p.m. local time. This will affect dispatches of inbound and outbound mail. (posted 2/15/18)

New Zealand

New Zealand Post reports that mail service on the lower North Island and upper South Island has resumed in the aftermath of Cyclone Gita. In the Tasman District of the South Island, damage to roads and structures has caused some mail delays. (posted 2/26/18)

Spain

Spain’s post advised that due to bad weather and snowstorms, the northern part of Spain is facing transportation problems and outbound mail is severely affected. (posted 3/1/18)

Sweden

PostNord Sweden reports bad weather conditions have affected on-time delivery of the mail. Snow and heavy winds off the east coast have delayed distribution of letters and parcels in these Zip Code areas:  20-24, 26, 28-29 and 36-39. (posted 3/5/18)

Below, we address some International & Canadian Mail service updates. The last few months saw a number of service disruptions due to inclement weather, strikes, and government interruptions. Canadian Mail service suffered from isolated slow downs due to the winter weather, but no major delays have interrupted service.

Mass Mailings Delayed

Bolivia and Guatemala’s governments have stopped all mail services except for Global Express Guaranteed. Royal Mail Strike & Canada Post Changes

Royal Mail Strike

Royal Mail workers voted in favor of a national strike October 3rd. It is the first proposed industrial action since its privatization in 2013. The proposed strike could affect the fast approaching holiday delivery season.  Legal action halted the first planned 48-hour strike from the Royal Mail. Since then, the Communication Workers Union (CWU) and the Royal Mail have agreed on the appointment of a mediator to hopefully settle the dispute

Workers are distressed by a decision to change the current pension plan and adjust long established work practices. The Royal Mail plans to shut down the salary pension plan that services 90,000 of their 160,000 employees. The contested pension program has not been offered to new employees since 2008.

Mail to England Mailing Improvements Needed

The company claims it’s unaffordable although the pension fund is currently in surplus. The Royal Mail wants to change to a defined contribution plan. The proposed pension fund, which would be contributed to by both The Royal Mail and the union members, cannot guarantee future income levels. The proposal lead to 89% of the Communication Workers Union (CWU) voting in favor of striking, claiming that it’s members could lose up to a third of their future pensions. The Royal Mail claims that it has offered to continue working towards a new pay deal, including a raise of as much as 5% over the next two years.

Royal Mail won an injunction that impeded the union’s plan to call for a 48-hour strike. The imposed mediation will run for at least seven weeks. Regardless of the outcome, the CWU would still have to give a minimum of two weeks’ notice before striking. This would likely prevent the proposed strike from disrupting service during the company’s busiest season.

Mail Services to the UK and beyond

Canada Post Price and Service Changes

Canada Post will introduce service changes and price adjustments to their Direct Marketing and Transaction Mail services. The changes take affect January 15, 2018. This comes after some very popular changes made in August that introduced some creative new features to some of their most popular services. Postal Code Targeting, Personalized Mail, Publications Mail and Incentive Lettermail now offer service for square cards, feature decorative and creative fonts, and allow colored backgrounds in the postage zone.

Canada Post 2018

The 2018 changes continue to improve excellent mail services to Canada. Most notably, price increases are minimal with average increases of just a penny and many services not increasing in price. All services will benefit from a reduction in minimum service requirements. Neighbourhood Mail™ and Personalized Mail™  improve making them a desirable service for US mailers. The maximum items per bundle requirement for Neighbourhood Mail™ are removed, and the maximum allowances for dimensions, weight, and thickness are increasing. In addition to the improved dimension allowances, the service is also introducing delivery cycle changes. The changes reduce delivery time by as many as two days for most standard and oversized Neighbourhood Mail™ pieces. Canada Post is also making improvements to their electronic shipping tools for more accurate invoicing and a smoother customer experience.
